Can you accept a ephebophile who does not act on their desires?

This was originally an old post. I am trying to understand what the definition of "act on their desires" means. Obviously, touching, petting, kissing and further would be "acting on their desires". But I am very uncomfortable with Ephebs downloading pic's and video of young girls & boys, 9 - 13 years old, as well as the 14 - 16 year old. To me downloading the pic's and videos is a step forward on "acting on their desires" that would eventually prove to be insufficient and would escalate into touching, petting, kissing, etc etc.

Attraction and thoughts are one thing, but wouldn't any form of action be considered "acting on their desires" and would ultimately lead to escalation?

I really am trying to understand. I know someone who claims to not have "acted on" his desires, but continues to download pic's and videos of 9 - 13 year olds. It makes me feel very uncomfortable as his computer is in my home.

Caveats;
I assume that ephebophile takes account of the protaganists age? I mean, a person of the acceptable age who lusts after (but does not act) someone in minor-but-not-prepubescent age group is fine, and probably shouldn't be/isn't classified as an ephebophile (more on the acceptable age later) but someone who isn't of the right age? I wouldn't trust them. Simply because I wouldn't trust a paedophile "not to act" on their desires by "just watching" video's and pictures. As you say, one thing will almost always lead to another, and looking at pictures/videos is simply the first step.
What the acceptable age is though, is a different question. Can a 30 year old check out 15 year olds? I'm not comfortable with that. But is my (18 year old) brother an ephebophile because he kisses his (17 year old) girlfriend? Obviously not! That's an obvious enough point, but things get cloudy when you look at an older age group.
Generally, if the "target" (terrible word, but I'm in a rush) is over 18, there really is nothing wrong with it. If they're between 14 and 18, then personally, if you're 23+, 18 is your minimum. Anyone younger and you're sleazy. If you're 22, then maybe 17. 16 year olds are off base to anyone over 19, and 15 year olds are 17 and under. All depending on maturity of course.
It's not a professional scale, but it's my own personal level of comfort.

I just go with the "Half your age plus 7" rule.

I don't know whether pornography really increases the risk of rape. What I do know, however, is that when a convicted child offender get shunned from the community after his release, the risk of a relapse increases significantly. I don't have any children, so I don't see any point in avoiding the guy.
For sure, if someone wants to go into therapy for having those kind of feelings, he should be guaranteed complete confidentiality. I think the fact that being an ephebophile is illegal in some countries is downright appaling: prevention is much more important than revenge.
What's usually a problem with pornography, off course, is that children get abused by producing that stuff. However, if no children are harmed, for example with Hentai, AND if it doesn't increase the risk of rape, I don't see a problem with that.
